Arrest warrant issued in duplicate NID, fraud and defamation casesDWCCI President and Women’s Secretary of IT League Shahinur detained in Dhaka


Law enforcement agencies arrested Dinajpur Women's Chamber of Commerce and Industries (DWCCI) President and Women's Affairs Secretary of Bangladesh Information Technology League Mst. Jannatul Safa Shahinur in a fraud and defamation case filed over an investigation into a duplicate National Identity Card (NID). She was arrested on the basis of an arrest warrant issued by the Chief Metropolitan Magistrate Court of Dhaka.

Based on a tip-off, a team led by Gulshan Police Station's Officer-in-Charge Md. Daud Hossain arrested Shahinur from the Project Director's room of the Asset Project of the Directorate of Technical Education, at around 4 pm on Sunday (4 April). Later, she was taken to Gulshan Police Station.

According to information received from reliable sources at Gulshan Police Station, Jannatul Safa Shahinur fled from Dinajpur and came to Dhaka on Sunday (April 4) morning. Upon arrival at Directorate of Technical Education; she was hiding in the room of Rabindranath Mahat; the sub-project director of the Asset Project. Later, she went to the room of Mir Zahid Hasan, the current project director of the Asset Project.

According to the same source; she will be presented before the relevant court today (Monday) as per the law. The further bail issue will depend on the court's decision.

According to the case file, the complaint has been filed under sections 465, 466, 471 and 500 of the Bangladesh Penal Code. These sections include charges of forgery, forgery of government documents, use of forged documents and defamation, respectively.

The complainant in the case; former Deputy Project Director of the Asset Project Khandaker Khaled Riaz alleged that he conducted an on-site investigation into the matter after Mst. Jannatul Safa Shahinur used a duplicate national identity card to sign a contract with the Asset Project and committed multiple financial irregularities.

According to his claim; during investigation, he identified the duplicate NID of the accused and observed that Mst. Jannatul Safa Shahinu used a duplicate national identity card to fraudulently sign a contract with the project, open a bank account and obtain a license for the Women's Chamber from the Ministry of Commerce. Due to these serious irregularities, the investigating officer, Khandaker Khaled, recommended legal action to cancel the relevant contract and cancel the license of the Ministry of Commerce.

Later, Abul Khair Md. Akkas Ali; Director General of the Directorate of Technical Education (DTE) canceled the contract of Jannatul Safa Shahinur with the Asset Project and approved the recommendations of the investigation report, including taking legal action for fraudulently obtaining a license from the Ministry of Commerce. As per DG's directive, Mir Zahid Hasan; PD of Asset Project canceled the contract.

The complaint further states that during the investigation, the accused Shahinur filed a false defamatory complaint with the education advisor with the intention of discrediting the complainant, which he later circulated on online social networking groups. In addition, Shahinur secretly collected an investigation letter from the project or the relevant branch of the Technical and Madrasa Education Department through anonymous officials and published it on social networking groups.

In addition, the investigation revealed that while Khandaker Khaled Riaz was working on the asset project, two senior officials of the Technical Education Department wrote him off as physically and mentally ill without the approval of the medical board and withdrew him through the Ministry of Public Administration. This incident tarnished his reputation in the government service.

Later, Khandaker Riaz filed a complaint with the Dhaka Chief Metropolitan Magistrate Court, making the project director and additional project director of the project defendants.

After the PBI started the investigation on the orders of the learned magistrate, some anonymous corrupt officials of the asset project, on the instructions of the defendants in the defamation case, called Jannatul Safa Shahinur and influenced her to file a case against Khandaker Khaled Riaz by promising to grant her permission to work again.

Later, Shahinur filed a false complaint against Khandaker Khaled Riaz, along with the directors of several reputable training institutions in Dinajpur, in the Dinajpur Magistrate's Court on September 29, 2025. Project Director Mir Zahid Hasan and Deputy Project Director Rabindranath Mahat, President of Dinajpur Women Chamber, re-contracted Shahinur and illegally provided work worth about Tk 2 crore on November 25, 2025.

Although the Asset Project's Project Director Mir Zahid Hasan and Deputy Project Director Rabindranath Mahato were contacted to inquire about this matter, no response was received.
